Die von GLOBAL 2000 in Auftrag gegebenen Studie bestätigt, dass Österreichs Unternehmen eine große Menge an Überschusszertifikaten angehäuft haben: Etwa 4,6 Mio. Euro an Gratiszuteilungen blieben „übrig“, weiters wurden über projektbasierte Mechanismen (CDM und JI) zusätzliche 4,6 Mio. Zertifikate in das System gebracht. Daher ergibt sich in Summe ein Überhang von etwa 9,2 Mio. Zertifikaten. Diese Überschüsse können in den Folgejahren bis 2020 weiter verwendet werden. Zahlreichen Studien zufolge verwässern sie die Ziele und verringern die tatsächlichen Treibhausgasreduktionen.

Study GLOBAL 2000: Austrian companies have also amassed a large amount of surplus certificates: Approximately 4.6 million certificates coming from free allocation were not needed, while project-based mechanisms (CDM and JI) brought an additional 4.6 million certificates in the system. Therefore, there is a total net surplus of about 9.2 million allowances coming from Austria. This surplus can be used in the following years until 2020. Numerous studies have shown that they will threaten the effectiveness of the system until 2020 and beyond.

Project Achieve - Actions in low income households to improve energy efficiency through visits and energy diagnosis

With the rising energy prices, more and more households across Europe are facing the challenges of fuel poverty. Although the problem is often a complex one, some solutions can be simple and cost-effective. Project ACHIEVE aims to contribute practical and structural solutions to help Europeans to reduce fuel poverty. ACHIEVE is a EU wide project supported by the Intelligent Energy – Europe programme, to fight against fuel poverty. Basing its approach on the best practices throughout Europe, ACHIEVE is identifying households that are most vulnerable to fuel poverty and works with them to implement suitable steps to reduce energy use and, of course, costs. Focus believes that structural adjustments of EU Emissions Trading Scheme (EU ETS) are necessary in order to restore confidence in the functioning of the scheme. ETS is not functioning as envisaged, carbon price is significantly weakened.
